After that, any new connection with AnyConnect was starting update procedure, which failed every time even after reboot. I was able to fix this issue today. I first did the recommended Device Manager check for extra Cisco network adapters, but found none. After that, I went to the properties for the Cisco network adapter under Network and sharing center, disabled IPv6, and switched from static to dynamic in IPv4. The TCP/IP protocol and other settings for the Virtual Network Adapter can be set in the same way a normal network adapter is set by right clicking the VPN client Virtual Network Adapter's icon in the Control Panel's [Network Connections] folder and selecting [Properties].
